On March 20, 2025, President Donald Trump issued an executive order entitled “Immediate Measures to Increase American Mineral Production,” with the goal of rejuvenating domestic mineral production and lowering dependence on international sources. This effort is intended to improve national security, promote economic growth, and ensure supply chains for essential industries.​

The United States has extensive mineral resources critical to transportation, infrastructure, national defense, and advancing technologies. Nevertheless, burdensome federal regulations have reduced domestic mineral production, making the country even more reliant on foreign sources, including some countries deemed adversarial. Relying on such countries threatens national and economic security, necessitating swift action to enable domestic mineral production. ​

Key Provisions of the Executive Order

  • Definition Expansion: The order expands the definition of “mineral” to encompass critical minerals as defined under 30 U.S.C. 1606(a)(3), uranium, copper, potash, gold, and other elements specified by the Chair of the National Energy Dominance Council (NEDC).​
  • Priority Projects Identification: Within 10 days, federal agencies responsible must provide lists of outstanding mineral production projects. The NEDC Chair, in consultation with these agencies, will select priority projects for accelerated approval and permitting.​
  • Permitting Process Streamlining: The order requires applying the Permitting Dashboard to accelerate reviews of selected mineral production projects, with a view to minimizing bureaucratic delays.
  • Mining Act of 1872 Clarification: Legislative recommendations will be drawn up to clarify how the waste rock, tailings, and disposal of mine waste under the Mining Act of 1872 should be treated, maybe updating out-of-date legislation.​
  • Land Use Optimization: It is the Secretary of the Interior’s responsibility to identify Federal lands that are acceptable for mineral production and making these available for production.
  • Financial Assistance and Workforce Development: The order calls for the creation of financial incentives for mineral production and processing, such as grants and loan guarantees, and prioritizes the development of a skilled workforce through training.​

By increasing local production, America seeks to offset the risks of foreign dependence, specifically from countries that can use mineral supplies to enhance geopolitical leverage.
